GOVERNMENT SERVICES
In accordance with Article 9 / e of the Transitional Period Charter of Ethiopia a National Budget (Central and Regional) is hereby proclaimed as follows.
PART I General
Article 1.
This Proclamation may be cited as the " 1986 fiscal year Budget Proclamation No. 81/1994 ".
PROCLAMATION No. 81/1994 BUDGET PROCLAMATION FOR
A National Budget is hereby appropriated for the fiscal year commencing on Hamle 1, 1985 E.C. and ending on Sene 30, 1986 E.C. from public revenues and other funds, for the purposes and services setforth in the schedule hereto:

A) For Recurrent Expenditure birr 4,600,000,000 B) For Capital Expenditure
In Total (Eight Billion Four Hundred Forty Seven Milli. on One Hundred Thirteen Thousand and Nine Hundred Birr.)
Article 3.
No transfers shall be made to appropriations for salaries, wages and allowances from appropriations of the recur rent budget; made for professional and special services as well as Operational Expenditures. [
No transfers shall be allowed from the Capital Budget to the Recurrent Budget.
Provisions for unforseen expenses shall be utilized, only upon the approval of the President of the Country.
