A PROCLAMATION TO RATIFY THE LOAN AGREEMENT BETWEEN THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA AND THE INTERNATIONAL FUND FOR AGRICURTURAL DEVELOPMENT WHEREAS , a Loan Agreement , between the Federal for Agricultural Development stipulating that International Fund for Agricultural Development provide to the Federal Democratic Republic of Ethiopia a loan in an amount not exceeding SDR 18,200,000 ( eighteen million two hundred thousand SDR ) for financing Agricultural Marketing Improvement Program , was signed in Rome on 2015 day of January , 2005 ; WHEREAS , the House of Peoples ' Representatives of 14 day of April , 2005 ; NOW , THEREFORE , in accordance with Article 55 Sub Articles ( 1 ) and ( 12 ) of the Constitution , it is hereby proclaimed as follows ; 1. Short Title Proclamation be cited “ International Fund for Agricultural Development Loan Agreement for Agricultural Marketing Improvement Program Ratification Proclamation No. 448/2005 . ” Unit Price * The African Law Archive 2. Ratification of the Agreement The Loan Agreement No. 640ET signed in Rome on the 20th day of January 2005 between the Federal Democratic Republic of Ethiopia and the International Fund for Agricultural Development is ratified ; 3. Power of the Minister of Finance and Economic Development The Minister of Finance and Economic Development is hereby empowered to undertake all acts necessary for the utilization of the loan amount of SDR 18,200,000 ( eighteen million two hundred thousand SDR ) in accordance with the terms and conditions set forth in the Loan Effective Date The Proclamation shall enter into force on the 28 day of April , 2005 .
