PROCLAMATION TO PROVIDE FOR TREATY - MAKING PROCEDURES
2. Definition
WHEREAS treaties are an important instrument for conduc ting foreign policy and promoting international cooperation ;
WHEREAS Article 82 (1) (d) and 86 (2) (a) of the Consti tution provide for the powers and duties of the Council of State and of the President of the Republic with respect to the conclu sion, ratification and denunciation of treaties ;

WHEREAS it is necessary to specify the procedures for the negotiation, conclusion, ratification and denunciation of treaties; NOW THEREFORE, in accordance with Article 63 (1) (a) of the Constitution, it is hereby proclaimed as follows:

1. Short Title
This Proclamation may be cited as the " Treaty - Making Pro cedures Proclamation No. 25/1988 ".
In this Proclamation:
" basic law " means law issued by the National Shengo or the Council of State ;
" basic political and economic treaties " means treaties on peace, friendship and cooperation, unity, bilateral or collective defence, external loan and finance, territorial sovereignty or jurisdiction and treaties imposing obli gations on Ethiopian citizens, modifying existing basic law or requiring the enactment of new basic law, and judicial assistance ;
