WHEREAS, a Loan Agreement in the amount of Four Mil
or Eleven Million two Hundred and Fifty Thousand Ethiopian
1969 between the Imperial Board of Telecommunications of Ethiopia (hereinafter called the “ Board ”) as borrower, and the International Bank for Reconstruction and Development (here inafter called the " Bank ") as lender; and
