URBAN DWELLERS ' ASSOCIATIONS AND URBAN ADMINISTRATION PROCLAMATION
WHEREAS, it is necessary to make urban dwellers ' associations receive their guidance from one centre with a view to strengthening the solid foundation laid down by the
Proclamation and the Urban Dwellers ' Associations Consoli dation and Municipalities Proclamation enabling the broad masses of urban dwellers to organize into kebele, higher and central urban dwellers ' associations and administer themselves ;

WHEREAS, it is necessary to provide for the organiza
tion of urban dwellers ' associations in such manner as can enable them to further contribute their shares in the struggle to protect the victories of the Revolution already gained and to score yet further victories ;
WHEREAS, the fact that the powers and duties of urban
and, to avoid these inconveniencies, it has been deemed essential to consolidate them in one proclamation ;
NOW, THEREFORE, in accordance with Article 5 (6) of the Redefinition of Powers and Responsibilities of the Provi sional Military Administrative Council and the Council of Ministers Proclamation No. 110/1977, it is hereby proclaimed as follows:
