Page . 2983 PROCLAMATION NO . 431/2004 A PROCLAMATION TO RATIFY THE LOAN AGREEMENT BETWEEN THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA AND THE AFRICAN DEVELOPMENT FUND WHEREAS , a Loan Agreement , between the Federal Account ( UA 21,240,000 ) for financing part of the Agriculture WHEREAS , basic economic international agreements have to be ratified prior to entry into force ; WHEREAS , the House of Peoples ' Representatives ratified said Loan Agreement at its session held on the 7 day of December , 2004 ; NOW , THEREFORE , in accordance with Article 55 Federal Democratic Republic of Ethiopia , it is hereby proclaimed as follows : Unit Price The African Law Archive 28 December , 2004 Page . 2984 1. Short Title This Proclamation may be cited as “ The African Development Fund Loan Agreement for Financing the Agriculture Sector Support Project Ratification Proclamation No. 431/2004 . ” 2. Definition In this Proclamation “ Loan Agreement ” means the Loan Agreement signed between Federal Democratic Republic of Ethiopia and the African Development Fund on the 12th day of February 2004 . 3. Power of the Minister of Finance and Economic Development The Minister of Finance and Economic Development is hereby empowered to undertake all acts necessary for the utilization of the Loan amount of twenty one million two hundred forty thousand Units of Account ( UA 21,240,000 ) in accordance with the terms and conditions set forth in the Loan Agreement . 4. Effective Date the 28th day This Proclamation shall enter into force on of December , 2004 . Done at Addis Ababa , this 28th day of December , 2004 .
