OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA 5 ቃ Year No. 19 CONTENTS Council of Ministers Regulations No. 46/1998 Procurement Services Enterprise Establishment Council of Ministers Regulations Page 917 COUNCIL OF MINISTERS REGULATIONS No. 46/1998 COUNCIL OF MINISTERS REGULATIONS TO PROVIDE FOR THE ESTABLISHMENT OF PROCUREMENT SERVICES ENTERPRISE ( PSE ) These Regulations are issued by the Council of Minis ters pursuant to Article 5 of the Definition of Powers and 47 / 1 / ( a ) of the Public Enterprise Proclamation No.25 / 1992 . 1. Short Title These Regulations may be cited as the “ Procurement Services Enterprise Establishment Council of Ministers Regulations No. 46/1998 . " 2. Establishment 1 ) The Procurement Services Enterprise ( hereinafter “ the Enterprise ' ' ) is hereby established as a public enterprise . 2 ) The enterprise shall be governed by the Public Enterprises Proclamation No. 25/1992 . 3. Supervising Authority A body to be designated by the Government shall be the supervising authority of the Enterprise . Unit Price The African Law Archive 8 December , 1998 – Page 918 4. Head Office The Enterprise shall have its head office in Addis Ababa and may have branch offices elsewhere as may be necessary . 5. Purposes The purposes for which the Enterprise is established are : 1 ) to provide procurement services considering current domestic and international price based on up - to - date market information ; 2 ) to provide consultancy services relating to the execution of intematjonal procurement ; 3 ) to provide procurement documents preparation seryices ; 4 ) * 80 engage in any other related'activities conducive to the attainment of its purposes . The capital of the enterprise is Birr 11,016,009.00 ( Eleven million sixteen thousand nine only ) of which Birr 9,077,890 : 00 ( Nine million seventy seven thousand eight hundred ninety only ) is paid up in cash and in kind . 7. Liability The Enterprise shall not be liable beyond its total assets . 8. Duration The Enterprise is established for an indefinite duration . 9. Effective Date These Regulations shall enter into force on the date of Done at Addis Ababa , this gá day of December , 1998 .
