WHEREAS, participation foreign private and public
minerals including carbons and hydrocarbons is believed to accelerate the development of our mineral resources; and

CONTROL OF MINERAL PROSPECTING, EXPLORATION AND MINING ACTIVITIES
WHEREAS, all mineral wealth of the country basically belongs to the State ;
WHEREAS, it is necessary to issue a separate law providing for government control of prospecting, exploration and mining activities ;
NOW, THEREFORE, in accordance with Article 6 of the
Council and its Chairman Proclamation No. 2 of 1974, it is hereby proclaimed as follows:
1. Short Title
This Proclamation may be cited as the " Government Control of Mineral Prospecting, Exploration and Mining Activities Proclamation No. 39/1975. ”
