A PROCLAMATION TO RATIFY THE FINANCE CONTRACT BETWEEN THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA AND THE EUROPEAN INVESTMENT BANK WHEREAS , a Finance Contract , between the Federal Democratic Republic of Ethiopia and the European Investment Bank stipulating that the European Investment Bank provide to ዲሞክራሲያዊ | 25,000,000 Euros ( twenty five million Euros ) for financing ኢንቨስትመንት ባንክ መካከል | small and medium sized private sector enterprises , was signed in Addis Ababa on 19th December 2003 , and in Luxembourg on 29 December 2003 ; WHEREAS , the House of Peoples ' Representatives ratified said Finance Contract at session held on the NOW , THEREFORE , in accordance with Article 55 ( 1 ) and ( 12 ) of the Constitution , it is hereby proclaimed as follows : 1. Short Title This Proclamation may be cited as the “ European Investment Bank Finance Contract for financing small and medium sized private sector enterprises ratification Proclamation No. 436/2005 . Definition In this Proclamation “ Finance Contract ” means the 20000348 signed in Addis Ababa on 19th December 2003 and in Luxembourg on 29th December 2003 between the Federal Democratic republic of Ethiopia and the European Investment Bank . 3. Power of the Minister of Finance and Economic Development The Minister of Finance and Economic Development is hereby empowered to undertake all acts necessary for the utilization of the credit amount of 25,000,000 Euros ( Twenty five million Euros ) in accordance with the terms and conditions set forth in the Finance Contract . 4. Effective Date This Proclamation shall enter into force as of 7th day of February , 2005 . Done at Addis Ababa , this 7th day of February , 2005 .
