WHEREAS, a Goverment Guarantee Agreement was en tered into between the Imperial Ethiopian Government and
International Development on April 7, 1967 relating to a hous ing project to be carried out in Addis Ababa, and ratified by Proclamation No. 251 of 1967; and

WHEREAS, a First Amendment to the Government Gua ment and the United States of America was signed on Septem ber 15, 1970, incorporating, among other things, a change in the interest rate from six and a half percent (6 %%) per an num to eight and seven eighths per cent (83%) per annum;
WHEREAS, Our Chamber of Deputies and Senate have duly approved the First Amendment to Government Guaran tee Agreement; and
WHEREAS, We on this 13th day of April, 1972 have rati fied said Amendment to Government Guarantee Agreement; NOW, THEREFORE, in accordance with the provisions of Articles 30, 34, 88 and 119 of Our Constitution, We approve
proclaim as follows:
