 An Order to Provide for a Temporary Measure Ensuring the Safety and Welfare of the Public.

 WHEREAS, public order, safety and welfare of persons in some parts of the Empire are threatened by certain evilly disposed persons; and
 WHEREAS, it is necessary that temporary measures be taken to suppress such activities ;
 NOW, THEREFORE, in accordance with Articles 36 and 65 of Our Revised Constitution and on the advice of Our Council of Ministers, We hereby Order as follows:
1. This Order may be cited as the " Public Safety and · Welfare Order, 1969 ”.
2. (a) If Our Minister of Interior shall have reason able ground to believe that a person is a threat to public order and safety, he may by order under his hand require such a person to enter into a bond with sureties in a sum not exceed ing Eth. $ 2,500, to keep the peace and be of good behaviour during a period not exceeding the period during which this Order remains in force.
 (b) Any person who, having been required by Our Minister of Interior to enter into such a bond, refuses or neglects to do so shall be detained by order of Our Minister of Interior for a period not exceeding 3 months or until such time as such person enters into the bond, whichever is
 sooner.
