WHEREAS, the stage of progress our révolution has reached necessitates that the growing demand of peasants, artisans and workers for the increase of production and just distribution of goods of production and consumption be

WHEREAS, to raise the living standards of peasants, artisans and workers and to develop the national economy, it is necessary to combat the remnant feudalistic and capitalistic means of exploitation, such as usury, laissez faire pricing, and the like, by enabling peasants, artisans and workers to secure necessary services and retain the fruits of their labour ;

WHEREAS, in order to assure the broad masses the fruits of their labour according to the quantity and quality of their work, it is necessary to encourage collective ownership of the means of production ;
WHEREAS, the organization of the broad masses in cooperatives and the pooling together of their efforts and resources aid in protecting their economic, political and social rights and in obtaining goods and services essential for pro duction and living purposes ;
WHEREAS, in order to implement the objectives
appropriate cooperative societies ;
WHEREAS, central planning can have a wider spectrum and involve the participation of the broad masses if peasants, artisans and other workers are organized in cooperatives and define their common economic and social problems ;
