Proclamation No. 23/1988
WHERES it has been provided by the Construction that in the People's Democratic Republic of Ethiopia, power belongs to lowest to. the highest, which are manifestations of the working people as the source of power, shall be established by election ;

WHEREAS the National Shengo, which is the highest organ of state power, has commenced work having been constituted by members directly elected by the Ethiopian people in the exercise of the democratic rights they have gained ;
WHEREAS, although the assumption of direct power by the working people has been guarenteed with the establishment of this Organ, it is necessary to establish the organs of state pow er at every level with similar participation of the people so that such assumption of power can be fully affirmed ;
WHEREAS, once these organs of state power have been established at every level, election of people's deputies has to be conducted regularly as an ongoing process ;
WHEREAS it is necessary to conduct the election of peo ple's deputies to state organs at every level in accordance with one basic electoral law with a view to ensuring the uniformity of the electoral process ;
NOW THEREFORE, in accordance with Article 63 (1) (a) of the Constitution, it is hereby proclaimed as follows:
