REGULATIONS ISSUED PURSUANT TO THE DOMESTIC TRADE PROCLAMATION, 1971
1. Issuing Authority
These Regulations are issued by the Minister of Commer ce, Industry and Tourism pursuant to the authority vested in him by Article 14 of the Domestic Trade Proclamation 1971 (Proclamation No. 294 of 1971), hereinafter " the Proclama tion. ".
These Regulations may be cited as the " Domestic Trade Licence Regulations, 1971 ".
3. Definitions
In these Regulations, unless the context otherwise requires: (1) The definitions set forth in Article 2 of the Procla mation shall apply ;
(2) " Authorized Officer " shall mean any officer designa ted by the Minister to perform such of the duties and function as are delegated to him ;

(3) " Existing domestic trader " shall mean any person engaged in domestic trade before the effective date hereof and who desires to engage in such trade as of the effective date hereof.
4. Application for Licence
(1) Any existing domestic trader not exempted either by Article 3 (1) of the Proclamation or by the Minister under Article 3 (4) of the Proclamation shall sub Page 27
