2. Definitions
These Regulations are issued by the Council of Ministers pursuant to Article 4 (2) of the Definition of powers and Duties of the Prime Minister and the Council of Ministers proclamation No. 2/1991 and Article 47 (1) (a) of the Public Enterprises proclamation No. 25/1992.

These Regulations may be cited as the " Building Design Enterprise Establishment Council of Ministers Regulations No. 180/1994. ”
In these Regulations:
1. " Building Construction " means the construction or improvement of any building involving, in whole or in part floor, wall and roof works and intended for dwelling or any other purpose, and includes other construction of improvement works related there to ;
2. " Design " means design for use in building or the construction of water works and includes the pre paration of specifications, contracts, guidelines for execution of works and standards for of the quality of works ;
