WHEREAS, the establishment of an effective system of financial control is an expeditious way for ensuring the for mulation of co - ordinated operational programmes by various governmental bodies and the proper mobilization of resources for investment activities with a view to achieving overall social and economic development of the country ;

1. Short Title
This Proclamation may be cited as the " Regulation and Co - ordination of Public Financial Operations Proclamation No. 163/1979. ”
2. Definitions
In this Proclamation unless the context otherwise requires: 1) " capital charge " means the money payable to the Government in accordance with Art. 10 of this Proclamation ;
