A PROCLAMATION TO DECLARE THE PROVISIONAL MILITARY ADMINISTRATION COUNCIL AS HEAD OF STATE AND HEAD OF GOVERNMENT AND TO DEFINE THE POWERS OF THE CHAIRMAN OF THE PROVISIONAL MILITARY ADMINISTRATION COUNCIL AND THAT OF THE COUNCIL OF MINISTERS
WHEREAS, it has become necessary to promulgate addi tional laws to properly implement the Provisional Military Government Establishment Proclamation (Proclamation No. 1 of 1974) and to set up procedures for the ratification of treaties
Definition of Powers of the
Provisional Military Administration Council and its Chairman Proclamation
WHEREAS, it has become necessary to define the powers of the Chairman of the Provisional Military Administration Council and that of the Chairman of the Council of Ministers, NOW, THEREFORE, it is proclaimed as follows:

after the " Council ") shall discharge the functions of the Head of Government until the King - designate returns to the country and the coronation ceremony is held.
This Proclamation may be cited as the " Definition of Powers of the Provisional Military Administration Council and its Chairman, Proclamation No. 2 of 1974. "
The Council shall, as the Head of Government, assume full government powers until a permanent government elected by the people is established as indicated in Article 6 of Proclamation No. 1 of 1974.
