WHEREAS, the rational allocation and efficient utilization of the country's natural, financial and human resources call for the building of national capability and capacity in the field of project preparation and implementation ;

WHEREAS, to these ends, it is deemed necessary to create an autonomous Authority responsible for central direction and coordination ;
NOW, THEREFORE, in accordance with Article 5 (6) of the Redefinition of Powers and Responsibilities of the Provisional Military Administrative Council and the Council of Ministers Proclamation No. 110/1977, it is hereby proclaimed as follows:
1. Short Title
This Proclamation may be cited as the " Development Project Studies Authority Establishment Proclamation No. 330 /
