PROCLAMATION NO . 351/2003
HIGHER EDUCATION PROCLAMATION
WHEREAS , it has become necessary to lay down a
system and issue requirements that enable higher education to
produce quality and skilled manpower adequately to meet the WHEREAS , it has become necessary to create ap

NOW , THEREFORE , in accordance with Article 55 ( 1 )
of the Constitution of the Federal Democratic Republic of Ethiopia , it is hereby proclaimed as follows :
PART ONE
General
1. Short Title
This Proclamation may be cited as " Higher Education
Proclamation No. 351/2003 ” .
In this Proclamation , unless the context requires
otherwise :
1 ) “ Higher Education ” means education offered to
students who attend programmes stated in Article 5 of
this Proclamation after they have completed secon
dary education .
