Budget Proclamation for the Government Services
In accordance with Articles 34, 88, 116, and 119 of Our Revised Constitution, We approve the resolution of Our Senate and Chamber of Deputies and We hereby proclaim as follows:

Under this Proclamation there are hereby appropriat ed, from the public revenues of Our Empire and from other funds, for the fiscal year ending 30th Sene, 1961 (7th July, 1969) the following amounts: (a) For Ordinary Expenditure of
the Government
(b) For Capital Expenditure of
the Government

The funds appropriated by this Proclamation shall be expended for the purposes and services set forth in the Schedule hereto.

Our Minister of Finance is hereby authorized and re quired, from time to time, upon the warrant of the Mi nisters or heads of the various Governmental Depart ments concerned, to pay out of the public revenues and other funds of Our Empire, hereto, the amount of Ethio pian Dollars six hundred fifty one million five hundred eighty two thousand six hundred thirty five for the year ending 30th Sene, 196l (7th July, 1969).
Transfers of budgetary appropriations shall be permit ted upon the following conditions:
