A PROCLAMATION TO PROVIDE FOR THE PURCHASE AND UTILIZATION OF VEHICLES

WHEREAS, the basic objective of our Revolution is to completely free the Mother Land from its backwardness and thereby to secure to its people better lives on the basis of col lective prosperity and, to achieve this objective, it is necessary to accumulate investment capital through savings, by adjusting our way of life to the limits of our means and, in general, through industrious efforts for self - sufficiency ;
WHEREAS, to improve the transport sector which is of great importance for the accelerated development of the Natio nal Economy, it is necessary that the type and quality of specific needs of the country ;
WHEREAS, ways should be devised whereby vehicles and their spare - parts and fuel are utilized for the enhancement of the economic development of the country and for the ren dering of essential social services ;
