WHEREAS, the working people of Ethiopia, as a result of the class struggle they waged and as confirmed by the Consti tution of the People's Democratic Republic of Ethiopia approved by referendum, have reached the stage of development wherein they are in a position to directly exercise their ultimacy as a source of power ,

NOW, THEREFORE, in accordance with Article5 (6) of the Redefinition of Powers and Responsibilities of the Provisional Military Administrative Council and the Council of Ministers Proclamation No. 110/1977, it is hereby proclaimed as follows: 1. Short Title
