PROCLAMATION No. 175/1980
A PROCLAMATION TO PROVIDE FOR THE ESTABLISHMENT OF AN AGENCY FOR THE STUDY OF DEVELOPMENT PROJECTS
WHEREAS, in order to promote the development effort of Ethiopia in line with the objective laid down in the Na tional Democratic Revolution Programme of Ethiopia, it is necessary to prepare and implement a coordinated and bal anced development programme based on central planning ;

WHEREAS, to implement such development program mes, it is necessary to properly identify and prepare develop ment projects which are thoroughly studied and which can be implemented without delay ;
WHEREAS, to achieve this objective, it has been deemed necessary to establish an agency which can engage itself in project identification and preparation activities and which can coordinate and ensure the maintenance of appropriate stand study and prepare ;
WHEREAS, the thorough preparation of all development projects, undertaken both by public and private investment, from preliminary study to implementation stages, is a prerequi site to prepare development programmes in such manner as can achieve the target set in the central plan ;
