WHEREAS, the historic revolution now in progress in our country is being steered under the motto " Ethiopia Tikden " ;
WHEREAS, one way of facilitating the implementation of the said motto is by adapting the criminal laws relating to grave offences to the changed situation which the new order demands ;
WHEREAS, in order to give due emphasis to the motto
human rights and natural justice, it is necessary to do away with the practice of barring of prosecution and penalty ;
WHEREAS, as a result of the change new acts hitherto not dealt with by the criminal laws have come to light ;
WHEREAS, the elimination of greedy money - making, which has always acted as a spur to the commission of grave offences, requires the imposition of the highest fines in addition to the punishment of imprisonment ;
WHEREAS, excessive amassing of property and wealth is a
der to prevent such offences, it is necessary to confiscate any pro perty or wealth obtained by illegal means ;
WHEREAS, in the interest of the general welfare, intern ment of persons found committing crimes and considered to be a
