These Regulations are issued by the Minister of Communications (hereinafter the " Minister ") pursuant to authority vested in him by Articles 5 and 23 of the Road Travel and Transport Proclamation, 1967 (Procla mation No. 256 of 1967) (hereinafter the " Principle Pro clamation ").

2. Short Title
These Regulations may be cited as the " Road Travel (Delegation of Authority) Regulations, 1969. "
3. Definitions
In these Regulations, unless the context otherwise requires, the terms defined in Article 3 of the Principal Proclamation shall have the meanings prescribed therein, and the following additional terms shall have the mean ings prescribed below:
(1) " Delegated powers and duties, " those functions, authorities and responsibilities for which provision for delegation is made herein, and which are speci fically enumerated by the Minister in Regulations issued by him as being delegated to a Designated Municipality named in said Regulations; and
(2) " Designated Municipality ", any municipality or township which is listed in the schedule appended hereto, and to which the Minister has, in accordance with the requirements of Article 23 of the Princi pal Proclamation, delegated any of the powers and duties of the Minister with respect to:
