NATIONAL DEFENCE AND SECURITY COUNCIL ESTABLISHMENT PROCLAMATION
WHEREAS, in accordance with the Motto " Let every one stand guard for Revolutionary Mother Land ", the Ethiopian broad masses have to be always on the alert to protect their popular revolution from imperialist machinations and to rebuff conspiracies and agreessions from external and internal reactio nary forces and to safeguard the independence, unity, safety and security of the country and its people ;
WHEREAS, ways should be devised to enable the broad masses to defend their property from any natural or man - made disasters ;
WHEREAS, the coordinated and planned use of the country's human, material and financial resources is required to translate this into practice and that to do this it is necessary to establish an Advisory Council ;
NOW, THEREFORE, in accordance with Article 5 (6)
