A PROCLAMATION TO PROVIDE FOR THE COLLECTION OF A SPECIAL CONTRIBUTION FOR THE RELIEF AND REHABILITATION OF THE VICTIMS OF DROUGHT
Proclamation No. 110/1977, it is hereby proclaimed as follows:

Whereas, the Workers Party of Ethiopia and the Provisio nal Military Government have taken steps to alleviate the pro blems caused by the drought and widely publicized the harsh consequences of this natural disaster ;
Whereas, in response to this appeal, the international com munity as well as Ethiopian nationals are extending assistance to combat the consequences of this natural disaster ;
Whereas, the material as well as the financial contribution of the broad masses of Ethiopia can achieve their objectives best and become more equitable if this gesture is centrally coordi nated ;
