PROCLAMATION No. 7 OF 1974
Short Title
A PROCLAMATION TO ESTABLISH SPECIAL COURTS - MARTIAL
WHEREAS, in order to implement the motto “ Ethiopia Tikdem " in the changed situation in which our country finds itself at present, it is necessary to provide for an efficient, speedy and decisive machinery of justice; and
WHEREAS, the establishment of Special Courts - martial is a step in this direction ;
2. Definitions
NOW, THEREFORE, in accordance with Article 9 of the Provisional Military Government Establishment Proclamation, No. 1 of 1974 and Article 6 of the Definition of Powers of the Provisional Military Administration Council and its Chairman Proclamation, No. 2 of 1974, it is hereby proclaimed as follows:

This Proclamation may be cited as the “ Special Courts Martial Establishment Proclamation No. 7 of 1974 ".
In this Proclamation:
(1) “ Special Court - Martial ” shall mean any of the Courts established hereunder but shall not include ordinary courts of law and courts - martial established and operat ing heretofore and which may be established hereafter ;
(2) “ Judge ” shall mean a person appointed by the Head of State to sit as a judge on the Special General Court Martial or the Special District Court - Martial ;
(3) “ Prosecutor ” shall mean an advocate for the State appointed by the Head of State to institute criminal charges in the Special Courts - Martial ;
