A PROCLAMATION TO PROVIDE FOR A TEMPORARY SURTAX ON INCOME TO RAISE FUNDS FOR THE RELIEF AND REHABILITATION OF DROUGHT AFFECTED ARÉAS AND THE PREVENTION OF NATURAL DISASTERS

WHEREAS, the effects of drought and other natural dis asters still cause distress and hardships to the population of affected areas, so that relief and rehabilitation activities, as well as measures to prevent future disasters, have to continue; and
WHEREAS, there is an urgent need for the nation to raise additional funds for this purpose through its own efforts ;
NOW, THEREFORE, in accordance with Article 6 of the Definition of Powers of the Provisional Military Administra tion Council and its Chairman Proclamation No. 2 of 1974, it is hereby proclaimed as follows:
1. Short Title
This Proclamation may be cited as the “ Relief and Re habilitation Temporary Surtax on Income Proclamation No. 24 of 1975.
2. Levy of Temporary Surtax on. Income
Subject to the provisions of this Proclamation, every person having income arising from employment, including without limitation, salaries, wages, car and other allowances, direc tors ' fees and other personal emoluments, shall be liable to pay a sum of money, hereinafter referred to as a surtax, equivalent to one month's gross income so arising from employment.
