A PROCLAMATION TO ESTABLISH A RELIEF AND REHABILITATION COMMISSION
WHEREAS, it is necessary to co - ordinate and distribute

WHEREAS, it is essential to resettle, by employing ap propriate methods, those people who have no or insufficient or overutilized land holdings or are displaced due to natural or man - made disasters, or are jobless as well as those people who lead nomadic and similar patterns of life on such lands which, for various reasons, are lying idle ;
WHEREAS, the organization of people so resettled along lines of socialist methods of production is an endeavour that promotes the living standards of the people and enhances the economic development of the country ;
WHEREAS, to achieve these objectives, it is necessary to establish an autonomous Government Office and to define its powers and duties ;
