Page 355 PROCLAMATION NO . 63 / 1997 REPUBLIC OF ETHIOPIA AND THE GOVERNMENT OF JAPAN WHEREAS , an Air Transport Agreement , between the Federal Democratic Republic of Ethiopia and the Govern ment of Japan was signed in Addis Ababa , on the 25th Day of | March , 1996 ; WHEREAS , it is stipulated in the Agreement that the Agreement shall come into force after the exchange of notes confirming its ratification in compliance with the respective legal procedures in force in each Country ; WHEREAS , The House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia has ratified said Agreement at its session held on the 25th day of February , NOW , THEREFORE , in accordance with Article 55 sub - Articles ( 1 ) and ( 12 ) of the Constitution , it is hereby proclaimed as follows : 1 . Short Title This Proclamation may be cited as “ The Government of Japan Air Transport Agreement Ratification Procla mation No . 63 / 1997 . ” Unit Price } " www . Ratification of the Agreement The Air Transport Agreement Signed in Addis Ababa on the 25th Day of March , 1996 between the Federal Democratic Republic of Ethiopia and the Government of Japan is hereby ratified . 3 . Power of the Minister of Transport and Communications The Minister of Transport and Communications is hereby empowered to undertake all acts necessary for the implementation of the Agreement . 4 . Effective Date This Proclamation shall enter into force as of the 25th day of February , 1997 . Done at Addis Ababa , this 25th day of February , 1997 .
