These Regulations are issued by the Council of Ministers pursuant to Article 4 (2) of the Definition of powers and Duties of the Prime Minister and the Council of Ministers Proclamation No. 2/1991.

1. Short Title
These regulations may be cited as the “ Licensing and supervision of health service institutions Council of Ministers Regulations No. 174/1994 ".

2. Definitions
In these Regulations unless the context requires otherwise; " Health Service Institution " means, with the exception of those directly administered by the Licensing authority, a hospital, health center, a clinic or a diagnostic center ' run by any person who gives service either freely or by charging fees ;
