OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA 9th Year No. 27 ADDIS ABABA - 24 " January , 2003 CONTENTS Council of Ministers Regulations No. 82/2003 Ethiopian Airports Enterprise Establishment Council of Ministers Regulations Page 2068 COUNCIL OF MINISTERS REGULATIONS No. 82/2003 REGULATIONS TO PROVIDE FOR THE ESTABLISHMENT OF THE ETHIOPIAN AIRPORTS ENTERPRISE These Regulations are issued by the Council of Ministers Ethiopia Proclamation No. 4/1995 and Article 47 ( 1 ) ( a ) of the Public Enterprise Proclamation No. 25/1992 . Short Title These Regulations may be cited as the " Ethiopian Airports Enterprise Establishment Regulations No 82 / 2. Establishment ( a ) There is hereby established the Ethiopian Airports Enterprise ( hereinafter the “ Enterprise ” ' ) as a public enterprise . ( b ) The Enterprise shall be governed by the Public Enterprises Proclamation No. 25/1992 . 3. Supervising Authority A body be designated by the Government shall be the Supervising Authority of the Enterprise . Unit Price The African Law Archive No. 27 24 January , 2003– Page 2069 4. Head Office The Enterprise shall have its head office in Addis Ababa and may have branch offices elsewhere , as may be necessary . ( a ) To construct maintain and administer aerodromes in Ethiopia ; ( b ) To provide safe , reliable and efficient airport service for aircraft ; passengers and other users ; to coordinate and develop in the aerodrome non aeronautical services . ( c ) Subject to the performing of security activities by the relevant body , in accordance with the National Aviațion Security Programme to ensure a reliable aviation security service in the aerodrome , to issue directives regarding airport facilitation , coordinate and control same . ( d ) To engage in other related activities necessary for the attainment of its objectives. 6. Capital The authorized capital of the Enterprise is Birr 2,635,704,386 ( Two billion Six hundred : Thirty Five million Seven hundred Four thousand Three hundred Eighty Six birr ) of which birr 1,604,655,524 ( One billion Six hundred Four million Six Hundred Fifty Five thousand Five hundred Twenty Four birr ) is paid - up in cash and in kind . 7. Liability The Enterprise shall not be liable beyond its total assets . 8. Duration The Enterprise is established for an indefinite duration . 9. Transfer of Rights & Obligations In relation to the duties and responsibilities mentioned under Article 5 of these Regulations , the rights and obligations of the Ethiopian Civil Aviation Authority given under proclamation No. 111/1977 are hereby transferred to the Enterprise . 10. Effective Date These Regulations shall enter into force upon their Done at Addis Ababa , this 24 " day of January 2003 .
