A PROCLAMATION TO DEFINE THE RIGHTS AND DUTIES OF MEMBERS OF THE COUNCIL OF REPRESENTATIVES
WHEREAS Members of the Council of Representatives of the Transitional Government of Ethiopia bear heavy responsi bilities ;

WHEARAS in order to enable them to properly discharge same, it is necessary to define their rights and duties ;
NOW THEREFORE, in accordance with Article 9 (d) of the Transitional Period Charter of Ethiopia, it is hereby pro claimed as follows:
4. Short Title
This Proclamation may be oited as the " Rights and Duties of Members of the Council of Representatives Proclania tion No. 4/1991 ”.
In this Proclamation:
1) " Council " means the Council of Hepresentatives of

2) " Member " means a person designated to be a mem ber of the Council persuant to Article 7 of the transi tional period charter.
3. Identity Card
1) Every member shall be issued with an identity card. 2) The identity card shall serve for the whole length of the term of a Member or until such time it is interrupted.
