PROCLAMATION No. 305 of 1986
A PROCLAMATION TO PROVIDE FOR THE ESTABLISHMENT OF THE COMMISSION FOR REFERENDUM ON THE CONSTITUTION
WHEREAS, the direct participation of the working people, - as the ultimate source of power, in the struggle being waged to establish the People's Democratic Republic of Ethiopia should be broadened and intensified ;
WHEREAS, the preparation of the Draft Constitution by the Constitution Drafting Commission, as enriched by comments from the active participation of the working people, is finalized and its coming into force upon approval by the working people, in confirmation of their ultimacy as a source of power, is of decisive significance ;

WHEREAS, it is found necessary to establish a Commis sion for Referendum on the Constitution and to provide for implementation procedures with a view to facilitating the full fledged democratic participation of the working people in the

Now, Therefore, in accordance with Article 5 (6) of the Redefinition of Powers and Responsibilities of the Provisional Military Administrative Council and the Council of Ministers Proclamation No. 110/1977, it is hereby proclaimed as follows:
Short Title
This Proclamation may be cited as the " Commission for Referendum on the Constitution Establishment Procla mation No. 305/1986 ”.
