OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA 8th Year No. 31 ADDIS ABABA - 4 " July , 2002 CONTENTS Proclamation No. 283/2002 African Charter on the Rights and Welfare of the Child Ratification Proclamation Page 1829 PROCLAMATION NO . 283/2002 A PROCLAMATION TO RATIFY THE AFRICAN CHARTER ON THE RIGHTS AND WELFARE OF THE CHILD WHEREAS , it is necessary to implement the Charter ments of the OAU at its twenty - sixth ordinary session held in July , 1990 ; WHEREAS , it is stipulated in the Charter that the the instruments of ratification or adherence of 15 ( fifteen ) WHEREAS , the House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia has ratified said Charter at its session held on the 4th day of July , 2002 ; NOW , THEREFORE , in accordance with Article 55 ( 1 ) and ( 12 ) of the Constitution of the Federal Democratic Republic of Ethiopia , it is hereby proclaimed as follows : Short Title This Proclamation may be cited as the “ African Charter on the Rights and Welfare of the Child Ratification proclamation No. 283/2002 ” 2. Ratification of the Charter The African Charter on the rights and Welfare of the Child adopted by the Assembly of Heads of State and Government of the OAU at its twenty - sixth ordinary session held in July , 1990 , is ratified ; 3. Powers of the Ministry of Labour and Social Affairs The Ministry of Labour and Social Affairs is hereby empowered to undertake all acts necessary for the implementation of the Charter . 4.
