A PROCLAMATION TO PROVIDE FOR THE ADMINISTRATION OF HIGHER EDUCATION INSTITUTIONS

WHEREAS, higher education should contribute to the pro gress of the broad masses and the enhancement of their standard of living, assist in the struggle against feudalism, imperialism and bureaucratic capitalism, and develop science, technology, the
arts and literature ;
WHEREAS, to co - operate and endeavour in every way to masses should be the guiding principle of higher education insti
WHEREAS, the uncoordinated administration of the existing
formation between higher education institutions regarding their respective operations thus resulting in duplication of functions ;
WHEREAS, in order to meet the country's manpower require ments by way of a planned and coordinated reorganisation of higher education institutions, it has become necessary to create a single body responsible for the country's higher education ;
WHEREAS, in order to give shape to the present uncoordina ted situation, it has become necessary to bring under one admi nistration the various Higher Education Institutions in accor dance with the country's political and economic philosophy ;
NOW, THEREFORE, in accordance with Article 5 sub - article
