Short Title These Regulations may be cited as the " Investment Incentives ( Amendment ) Council Ministers Regulations No. 9/1996 . " 2. Amendment Article 13 of the Investment Incentives Council of Ministers Regulations No. 7/1996 is hereby deleted and replaced by the following new Article 13 : " 13. Machinery and Equipment to be Imported Duty Free for Manufacturing Investments Machinery and equipment and accessories thereof , necessary for manufacturing purposes together with spare parts of up to 15 % of their total value as well as equipment and materials to be used directly for the construction of industrial buildings and not locally produced shall be allowed to be imported free of customs duty .
