1. Short Title
This Regulation may be cited as the " Federal Universities Council of Ministers Regulation No.
2. Definitions
In this Regulation, unless the context otherwise requires:
1) " Proclamation " means the Higher Education Proclamation No. 650/2009 ;
the definitions provided under Article 2 of the Proclamation shall be applicable ;
3) " federal university " means a university established in accordance with Article 5 (1) and Article 9 (1) ' of the Proclamation ;

4) any expression in the masculine gender includes the feminine.
