OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA 5th Year No. 47 ADDIS ABABA- 22 April , 1999 CONTENTS Proclamation No. 166/1999 International Fund for Agricultural Development Loan Agreement for Partly Financing the Agricultural Research and Training Project Ratification Proclamation Page 1018 PROCLAMATION NO . 166/1999 A PROCLAMATION TO RATIFY THE LOAN AGREEMENT BETWEEN THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA AND THE INTERNATIONAL FUND FOR AGRICULTURAL DEVELOPMENT WHEREAS , a Loan Agreement , between the Federal for Agricultural Development stipulating that the Inter national Fund for Agricultural Development shall provide to the Federal Democratic Republic of Ethiopia a loan amount of SDR 13,650,000 ( thirteen million six hundred fifty thousand Special Drawing Rights ) for partly financing the Agricultural Research and Training Project , was signed in Rome on the WHEREAS , basic economic international agreements have to be ratified prior to entry into force ; WHEREAS , the House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia has ratified said Loan Agreement at its session held on the 22nd of April , 1999 ; NOW , THEREFORE , in accordance with Article 55 sub - Articles ( 1 ) and ( 12 ) of the Constitution , it is hereby proclaimed as follows : 1. Short Title This Proclamation may be cited as the “ International Fund for Agricultural Development Loan Agreement for Partly Financing the Agricultural Research and Training Project Ratification Proclamation No. 166/1999 . ” Unit Price The African Law Archive No. 47 22 April , 1999- Page 1019 2. Definition In this Proclamation Loan Agreement ” means the Loan Agreement No. 480 ET signed in Rome on the 10th day of November , 1998 between the Federal Democratic Republic of Ethiopia and the International Fund for Agricultural Development . 3. Power of the Minister of Finance The Minister of Finance is hereby empowered to undertake all acts necessary for the utilization of the Loan amount of SDR 13,650,000 ( thirteen million six hundred fifty thousand Special Drawing Rights ) in accordance with the terms and conditions set forth in the Loan Agreement . 4. Effective Date This Proclamation shall enter into force as of the 22nd day of April , 1999 . Done at Addis Ababa , this 22nd day of April , 1999 .
