Ratification of the protocol The protocol on the prevention , control and reduction of small arms and light weapons in the Great Likes Region and the Horn of Africa signed in Nairobi on 21 , April 2004 among Governments of the Sub - region is ratified . 3. Implementing body The Ethiopian Federal Police Commission is here by empowered to coordinate and implement this protocol . Effective Date This Proclamation shall come into force as of the 25th day of November , 2004 . Done at Addis Ababa , this 25th day of November , 2004 .
