WHEREAS, in order to carry out the studies and prepa rations stated above it is essential to create a strong institute ;
NOW, THEREFORE, in accordance with Article 5 (6) of the Redefinition of Powers and Responsibilities of the Provi sional Military Administrative Council and the Council of Ministers Proclamation No. 110/1977, it is hereby proclaimed as follows:
