A PROCLAMATION TO PROVIDE FOR THE ESTABLISHMENT OF A SPECIAL COMMISSION FOR THE ASSESSMENT OF WAR DAMAGES CAUSED AS A RESULT OF SOMALI AGGRESSION

WHEREAS, to achieve its long standing expansionist po licy, the reactionary ruling class of Somalia has, contrary to the charters, directives and decisions of the UN and the OAU and
nations, opened a war of aggression and inflicted heavy damages on Ethiopia at a time when the Ethiopian people are struggling to free themselves from exploitation and oppression and to create a society based on equality and justice for all ;
WHEREAS, it is necessary to assess the damages caused to life and property as a result of the aggression and the cost involved both in human life and property to repel the aggression ;
WHEREAS, to achieve this end it is essential to establish an independent special commission that is vested with all the the necessary powers ;
