Ratification of the Agreement The Development Credit Agreement Number 3984ET signed in Addis Ababa on the 4th day of January 2005 between the Federal Democratic Republic of Ethiopia and the International Development Association is ratified . 3. Power of the Minister of Finance and Economic Development Minister of Finance Economic Development is hereby empowered to undertake all acts necessary for the utilization of the credit amount of 27,400,000 SDR ( twenty seven million four hundred thousand SDR ) in accordance with the terms and conditions set forth in the development Credit Agreement . Effective Date The Proclamation shall enter into force on the 6th day of April , 2005 .
