Page 1937 PROCLAMATION NO . 294/2002 A PROCLAMATION TO RATIFY THE LOAN AGREEMENT BETWEEN THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA AND THE AFRICAN DEVELOPMENT FUND WHEREAS , a loan Agreement , between the Federal ment Fund stipulating that the African Development Fund Electrification Project , was signed in Abidjan , on the 14th day of March , 2002 ; WHEREAS , basic economic international agreements have to be ratified prior to entry into force ; WHEREAS , the House of Peoples ' Representatives of the Federal Democratic Republic of Ethiopia has ratified said Loan Agreement at its session held on the 31st day of October , NOW , THEREFORE , in accordance with Sub - Articles proclaimed as follows : 1. Short Title This Proclamation may be cited as the “ African De velopment Fund Loan Agreement for Financing the Rural Electrification Project Ratification Proclamation No. 294/2002 . ” Unit Price 2.30 The African Law Archive -- No. 6 31 “ October , 2002 - Page 1938 2. Definition In this Proclamation ‘ ‘ Loan Agreement ” means the Loan Agreement No. 2100150006771 signed in Abidjan , on the 14th day of March , 2002 , between the Federal Democratic Republic of Ethiopia and the African De velopment Fund . 3. Power of the Minister of Finance and Economic Development The Minister of Finance and Economic Development is hereby empowered to undertake all acts necessary for the utilization of the loan amount of 37,670,000 UA ( Thirty Seven Million Six Hundred Seventy Thousand Units of Account ) in accordance with the terms and conditions set forth in the Loan Agreement . This proclamation shall enter into force as of the 31s day of October , 2002 . Done at Addis Ababa , this 315 day of October , 2002 .
