This Regulation is issued by the Council of Ministers pursuant to Article 5 of the Definition of Powers and Duties of the Executive Organs of the Federal Democratic Republic of Ethiopia Proclamation No. 916/2015, Article 174 (4) of the Labour Proclamation No. 377/2003, Article 17 (1) of the Federal Government of Ethiopia Financial Administration Proclamation No.648 / 2009 and Article Proclamation No. 923/2016.

1. Short Title
