Short Title This Proclamation may be cited as “ The African Development Fund Loan Agreement for Financing the Harar Water Supply and Sanitation Project Ratification proclamation No. 340/2003 ” In this Proclamation ' Loan Agreement ” means the Loan Agreement No. 2,100,150,006,942 signed on the 8th day of November , 2002 ; between the Federal Democratic Republic of Ethiopia and the African Development Fund . Power of the Minister of Finance and Economic De velopment The Minister of Finance and Economic Development is hereby empowered to undertake all acts necessary for the utilization of the Loan Amount of U.A. 19,890,000 ( nineteen million eight hundred ninety thousand Units of Account ) in accordance with the terms and conditions set forth in the Loan Agreement . 4.
