NOW , THEREFORE , in accordance with Article 55 Democratic Republic of Ethiopia , it is hereby proclaimed as follows : 1. Ratification of the Agreement The Cooperation agreement between the Government of the Federal Democratic Republic of Ethiopia and the Republic of Turkey in Fighting Against International Illicit Trafficking in Narcotic Drugs and Psychotropic Substances International Terrorism and Organized Crime signed on 20th March , 2001 , is hereby ratified by the Government of the Federal Democratic Republic of Ethiopia . 3. Power of the Minister of Federal Affairs The Minister of Federal Affairs is hereby empowered to undertake all acts necessary for the implementation of the Agreement . 4. Effective Date This Proclamation shall come into force as of 22nd day of May , 2003 .
