PROCLAMATION No. 78/1993
A PROCLAMATION TO PROVIDE FOR THE ESTABLISHMENT OF THE JANUARY 4/1993 ADDIS ABABA UNIVERSITY INCIDENT INVESTIGATION COMMISSION
WHEREAS it is necessary to investigate the circumstances which caused the January 4, 1993 Incident involving the stu dent of Addis Ababa University and Government security forces and to take precautionary measures aimed at avoiding the occur rence of similar incidents in the future ;

WHEREAS it is necessary to establish an independent Com mission with a view to properly investigating the causes and effects of the incident and to discovering the true picture of the situation ;
NOW, THEREFORE, in accordance with Article 9 (d) of the Transitional Period Charter, it is hereby proclaimed as fol lows:
1. Short Title
This Proclamation may be cited as the “ January 4/1993 Incident Involving Addis Ababa University Students and Government Security Forces Investigation Commission Establishment Proclamation No. 78/1993. ".
2. Establishment
There is hereby established an independent Commission to investigate and to submit a report on the January 4/1993 Incident involving Addis Ababa University Students and Government security forces.
