OF THE FEDERAL DEMOCRATIC REPUBLIC OF ETHIOPIA 11th Year No. 57 ADDIS ABABA- 30th June , 2005 CONTENTS Proclamation No. 467/2005 Authentication and Registration of Documents ( Amendment ) Proclamation Page 3178 PROCLAMATION NO.467 / 2005 . A PROCLAMATION TO AMEND THE AUTHENTICATION AND REGISTRATION OF DOCUMENTS PROCLAMATION WHEREAS , it has become necessary to amend the Authentication and Registration of Documents Proclamation ; NOW , THEREFORE , in accordance with Article 55 የሚከተለው ) of the Constitution , of the Federal Democratic Republic of Ethiopia , it is hereby proclaimed as follows ; 1. Short Title Proclamation cited “ Authentication and Registration of Documents ( Amendment ) Proclamation No. 467/2005 . " 2. Amendment Authentication and Registration of Documents Proclamation No.334 / 2003 is hereby amended as follows : 1 / Sub - Article ( 1 ) of Article 20 of the Proclamation is deleted and replaced by the following new Sub - Article ( 1 ) : “ 1 ) The Notary Offices established in Addis Ababa and Dire Daws cities shall perform their functions under the directions of the Ministry of Justice . Unit Price The African Law Archive 21 Article 22 of the Proclamation is deleted and replaced by the following New Article 22 : “ 22 ) Organization The Office shall have a head ( hereinafter the ' Head ' ) appointed by the Minister of Justice and the necessary staff , ” 3 / Article 23 of the Proclamation is deleted and replaced by the following New Article 23 : “ 23 ) Powers and Duties of the Head 1 ) The Head shall direct and administer the Office in accordance with the general directives given to him by the Ministry of Justice . 2 ) Without prejudice to the generality of Sub - Article ( 1 ) of this Article , the Head shall : a ) employ , administer and dismiss departmental heads and other employees of the Office in accordance with the federal civil service laws with the approval of the Ministry of Justice ; b ) submit the annual budget and work programme of the Office to the Ministry of Justice implement same upon approval ; c ) prepare submit internal regulations and directives to the Ministry of Justice and implement same upon approval ; d ) represent the Office before third parties ; e ) submit to the Ministry of Justice reports concerning the performance of activities of the Office ; f ) carry out other related activities that may be assigned to him by the Ministry of Justice . ” 41 Sub - Article ( 2 ) of Article 24 of the Proclamation is deleted and replaced by the following new Sub - Article ( 2 ) : The African Law Archive “ 2 ) subsidiary budget appropriation made by the Federal Government , ” Sub - Article ( 2 ) of Article 25 of the Proclamation is deleted and replaced by the following new Sub - Article ( 2 ) : “ 2 ) Books of accounts of the Office shall be audited by the Federal Auditor General or by an auditor assigned by him . ” 6 / Article 33 of the Proclamation is deleted and replaced by the following New Article 33 : “ 33 ) Power to Issue Regulations Regional states and the Council of Ministers , with respect to Addis Ababa Dire Dawa_cities , may . issue regulations for the implementation of the Proclamation . ” 3. Effective Date The Proclamation shall enter into force on the 30 day of June , 2005 .
